I see that the balance is achieved when all agree on the common goals, then each do his/her job effectively to achieve those common goals.

Final decision is from Manager. But the leader should be able to take proper decision at site since he is directly involved with the site and knows the site condition more than the Manager. both the parties must be working hand to hand.
