If the questions are anything to do with what has been taught, then the answer must be NO!! The questions however must be clearly defined and unambiguous ie fully understood by those taking the exam.

If you mean, should questions that involve further analysis and critical thinking should be banned then I definitely don't think so. Answers should not be "memorized"  rather than thought out.
