No...I always put my effort to in refining goal statements with the help of my management. I used benchmarking to set reasonable goals and targets.
I feel there is no straight forward project goals, a management sets up. It is a role of project manager to define what is project goals and targets are.

In my view people can reject to take responsibilities if they have valid reason to do it. If the assigned responsibility is infeasible to handle it is advisable to discuss this with your supervisor/sponsor and explain why you cannot take up this responsibility. No company or boss forces a good performing manager to take up a role or responsibility that he isn't interested in. Also, sometimes the PM has to unwillingly accept a responsibility that is in the best interest of company's business.
