In fact I am not a maintenance manager , but as a maintenance engineer I can suggest that it depends on the size of the plant i.e. how many equipment, machines , and power source and wheither you are going to maintain it yourself or by service contract with the machines provider. At least brogrammed maintenance should be done by plant maintenance crew . this needs to have
spare parts , tools and consumables store
mechanical and electrical technicians
supervisor/s
emergency plan24 hrs
Step1 - Team Building
Step2- Standard Proceedures definition
Step3- Documentation Proceedure
Step4- Training of team

A good equipped plant with all resources including human resource. Your moto as a maintenance manager is to run the plant or machines with No Down Time. Many aspects may affect down time. Consider twice on the below few guidelines.
A good plant layout per your above plan is vital, selection of area for work stations, selection of machnes etc., Arrange every part of layout in order of job task succession. Follow to a rule of thumb - A place for everything, everything in its place. Above all a written procedure to functionally operate & maintain is very important - conveyed to all concerned and practiced at all times.
I suppose, should you follow the above option, this may be a good start!!!!
