Thre is no such thing as a "universal cut timing". The way you shoot defines the timing of the cut in the same way the rythm of a song influences the way you dance.
it sounds like a romantic approach kind of thing but actually, editing is all about feeling.
Of course there are rules you should respect, but rules can also be broken.
I agree with Jorge Leitao, it's all about the footage and the feeling. There's this rule that it must be between4-5 seconds, in order to keep it engaging and dynamic... But then again, the story being told is the one that sets the pace of the montage.
