It used to be like this in the past, but nowadays It depends on the animation you looking for.
Not only you can do animation with flash, you can do it with javascript libraries like jQuery.
And HTML5 is here...
and give almost what you need from flash and more.

HTML5 is now used for animation too, and can be more effective in some instances.

I believe that Adobe CS has a great bunch of software for most applications.Flash might be heading out due to HTML5 giving provisions for animation.This opens a new window for designers and animators.
