Why is US Dollars a fixed rate against Dirhams?

in the USD/AED currency pair, USD is the base currency and AED is called the quote currency.   The currency pair shows how much of the quote currency is needed to purchase one unit of the base currency.

Between USD and Dirhams, US dollar is the fixed exchange rate because it is widely accepted and provides greater certainty for exporters and importers.
