For any successful completion of project the credit always goes to all key members of the team. The key ingredients for successful projects are good planning, assignment of job , time management & skilled manpower. 

If the project doesnt do well the blame goes to the Project manager and Director. mostly to all decision maker people. but sometime it is due to over commitment and over confidence also. Most of the cases the time or duration factor is very important reason for the failure. 

Due to over commitment or over confidence some we commit the project completion time at very early stage. it makes lots of right things to fall into wrong things. This is major factor which we cannot neglect. rest other season are very simlar as mentioned above for success.

Don't jump from the ship Captin. From the real word when the success acheivement you will find many captins claimed this is his success but when the project fail you will be alone & you are the only one responsible.

 

In pactical PM is the only one responsible for success or failure of his project because you are the only one who knows about it7 you see the project slipt & creeps was started from the begining but you never wave your hand or try to stop this.

If i run/own or manage the project then i am responsible for the sucess with my team if i have a team on that project. If i fail then i will admit and then later find1000s of excuses why it failed that could be my team, resources, scope, lack of information or else..

Project starts with estimation and tendering. So successful estimation results in succeful project but only when the later stages will be completed as planned, wrong estimation will not always results in project failure as the later stages can be handled as a recovery by cutting costs.

meeting the deadlines is a successful factor for the project, deliver the project "as agreed" is also an added success for the project. every stage depends on the other, according to that maybe i answered your question for whom to blame :)
