Since you didn't give much details about the size of your corporate and the number of users, i would think of virtualization. You have three choices depending on your corporate's size:
1) If your corporate is small (up to50 users), you can simply build a hardware server with moderate specs to run the three services in one box. This is a traditional method and many small companies have done it.
2) If your corporate is medium (up to500 users), you can think of building a hardware server with high specs, run VMware workstation on it, and create three VMs for each service or app.
3) If your corporate is large (2000+), you have to build a fine blade server with outstanding specs and functionality, run VMware ESX server on it, and create three VMs for each service or app.
Note: Many people around the world have their own point of view regarding the corporate sizes. For example, small corporates in the West have around600 users, medium ones have around5000 users, and large ones have up to100,000 users or even more. The numbers that i have told are based on my experience in the Middle East and Africa regions.
Depends on what performance u need ,
1) u can use VM instead of purchasing3 diffrent server .
2) DHCP does't use too much resources that means u can buy only2 server.
3) u have to analyse your network , u can start all these services on1 server.

User Windows Hyper-V role and install2 Virtual Machine. On1 virtual machine install AD and DHCP and on2nd install Web server.
scince you do not give full information about the state, but i thinks you thinking to acomdate the to service of AD &DHCP on one server and the web server to be on the other.
since you have a low budget ----> best choice is virtualization
1 - setting up a server with hight performance (CPU + RAM +HARD DISK + NETWORK SPEED )
2 - virtualize the three servers ( AD SERVER , DHCP SERVER , WEBSERVER ) using either:
- VMware
- hyper-V
as virtualization technology
3 - for AD server we can use Microsoft AD server , depends on users number.
4 - use PFsense as dhcp server , it needs only256mb to512 mb of ram
5 - for the webserver u can choose between the paid version --> microsoft windows webserver
or the open source apache web server .
It is depend on your organization how many numbers of users need to access the server if it is small size network then you can install and configure all3 server in one machine but make sure first that machine you going to install it will be with excellent specification
The easiest way is Virtual Machines. You can install multiple VMs on a single machine, but you need to have proper HW for that.
Well, you can only use two servers instead of3 Web server Active directory server with dhcb
