In the situation mentioned in the question, I will proceed as per the current state of the project and work with the subject person to resolve his/her situation with no or minimum effect on the project plan. We can sort out alternatives like getting assitance from another person or arrange to cover up at a later time if the plan allows for that. I expect that the other perosn will have an interest same as mine to have no effect on the business.
If this is not doable, I will study the alternaties with the project team and select the our recommendd one and then ask for management and customer approval. All people do respect human problems and will cooperate to resolve them with minimum impact on the business.
