objective based performance which based on specific goal set in the first of year and your performance is measured if you have achieved the set goal or not (as sales man objective is to achieve specific amount of sale for specific product), but competency based perofrmance it depend how you perform and if you fit with the required skills and metholodgies required to perform or not (competency is like in his job should have supervisory skill so did he supervised his subordinate well or not ....etc) and i believe that objective based is better than any other way
