1- I must make a skill matrix to all the current team.
2- Scope and focus on my targets and tasks required.
3- Compare between the skill matrix and the tasks and targets required.
4- Assign person in the weak area after making the gap analysis.
5- Notice each one and each department and make a final responsibility matrix.
I will think with all montioned by question ;but my aim will be project sucess and protect my all members of team
Taking into consideration duration of the project and its kind and its components and thus chose the proper structure in accordance with the appropriate competencies to the needs of the project and project management

Personally i'd come up with a Work breakdown structure (WBS) to provide a structural framework for the overall planning of projects, control and basis for task distribution utilizing definable ingredients. Distribution of tasks is dependant on various factors as such expertise/skills, abilities, availability, analyzing workload etc. The target needs to be defined (formulation of a statement of purpose) and I'd take necessary steps towards creating a strategy (Via a strategic plan etc). When assigned a new project the key factors I like to focus on and think about are the following:
1. Scope of the Project
2. Budget
3. Resources at Hand
4. Skills and Abilities of the Personnel at Hand
5. Get everyone on board to work for a common goal (Motivate them for synergy towards mutual benefit)
6. Project Timelines / Scheduling
6. WBS
I like to think of it as a "Deck of cards" that can be played right utilizing all the Aces, Kings, Queens, Jacks etc effectively and strategically.
Conceptualy, I see these tasks are managers jobs rather than leaders jobs.
I see that the main issues to be considered while doing these jobs are:
- Alignment with the organization's approved strategies
- Prioritizing based on the organizaton's business plan
- Consider the organizations avialble resources and production capacity
- Department's operations plans
Actually a team leader manage his acitivties before day start he know very well that the right person to do right job otherwise the person creating problems exlucde from team . He know very well about all the senario of the projects.
As a leader it would be required to understand who is the best person for a particular task and hence the best way would be to create a WBS and take it ahead from there understanding the requirement of the project and hence handing the right responsibiliy to the right person.
The key two success factosr for any project are efficiency and effectiveness . those factors can be traslated into number of element that have to be considered specially when you have time and resouces constraints. That is the Geneal Idea that should be there .
In my point of view that there are2 things most important
1. Feedback on daily or atleast weekly bases.
2. You have good knowledge about your team member and their specialization
