For high rise building there is only one system to be used. Central Chilled Water Cooling System.
Chilled water system would be the best and my be the only system that can achieve conditioning for the high rise building becouse of reletively low pumping cost compared to a refrigeration compressing system.

Centralised Chilled water system shall be more suitable for large loads occuring that too maybe at different hours. Currently most designers are targetting on maximum energy efficiency and I read somwhere that the Variable Flow Primary Chilled water system could well be the most energy efficient.

it mostly depends on the cfm and the tonnage because some may consider a partiional ac and some may not mostly going for chill water system is a good option .
