Firstly you will have to show the project budget ( cost estimate) to the consultant to approve it after doing the study of solutions and then you will have to the bank to ask for the loan you need to carry out the project.

Based on your procjet Price, you should estimate project cost budget and put it to the consultant for detial reveiw and expert openion and feasibility study,  later himself finally reveiw the feasibility study and suggest for any adjustemnt if needed then submit to the bank for loan you needed to carry out the project.
