Does a DC Shunt Motor work on Ac? if NO why? If YES Why?

No, it will not work because the direction of current is changes in dc motor by slip rings to keep the motor rotating in one direction. if you will apply a ac then it will move for vey short duration and then change of  the direction of current occurs and slip ring also changes the direction. it will rotate in reverse direction for very short duration and then the cycle repeat, Consequently the motor will vibrate.Secondly, there is a huge inductance in DC shunt motor, AC Supply will block by the Inductance a coil. so motor will not rotate.
