I disagree with that. All successful projects achieved100% of its goals. Some innovative projects required more time and/or extra costs, but as long as that was approved, they count as successful projects.

I disagree with this. If we are not able to achieve project objectives100%, it indicates lapses in planning and execution activities. It also shown, goal setting may be over stretched.

Goals for any project needs to be SMART and right plan for execution must be available. Right resources to execution is key for the real success......

In fact not possible

It depends on the accuracy of information that your plan was built on.

I agree with the reasons that the world changes and as it does some of the objectives might need to be changed due to the fact that they will need an upgrading.

Dear,

Every project have its own aspect of objectives, you have to priorites the objective & you cant give them equal priority of each objective

as far as my concern completion of any project is itself100 % target achive reagrdless of your goals & objective

reference to your question my understanding that you are very right but it depend on the nature of the project mean if this is an a emergency project, early requery or rehabilitation project we cannot not achevied100% our target and in developmental project we can achieved our100% prject target if the situation are faverable mean nature is kind(weather) and occure no emergency in project area.
