On exchange server you handle your email on your envoirement server, where you give right, space and any thing which you want to user.

On google apps its give30GB for mail and documnt storage. you only applies those rules which on google apps give you.

Both are amazing tools for office environment depending upon your enterprise and requiremnt you can select any of them. Exchange Server gives you the flexibility to handle its own while in Google Apps there are limitations of size and there is not much user control.in Exchange server you have the sole right to specify size, envirinment access depending on user. In case if the data loss occurs you can use Exchange Recovery tool or prevent data loss by backing data with Exchange Server Backup software.

If you are looking for root access for your server then Exchange Server.

If you are looking for ease and don't want to manage your server then Google Apps.
