Does the HR management should be formal or causal in their approach?

Like other department do we need to wear suits and seat in a close office or we should have open office and seat among employees and wear casual dresses, as i beleive that as we are dealing with Human resources we are dealing with their emotions and sentiments, so to know them better and serve them better i feel you need to have casual approach.

HR Management plays a vital role for the entire organization to follow their way. Continuous casual wearing may lead to indiscipline and untidy clad up by others. Occasionally, i.e., on weekend or once in a while it is acceptable. 

While approach is concerned, I think we can't stick to one approach in this every day changing scenario. Sometimes, casual approach will become a hindrance for you to take strict decision, in the same way sometimes  you are unable to take right decisions because of your formal approach.

In my opinion we should make a balance of the mixed approach, should not we?
