Do we need a torque chart for nut & bolts of connection between flange of piping (at the end line) to flange of pump?

Yes. Because the flange at the pump outlet/inlet to the pipe flange at outlet/inlet should be appropriately torqued to the necessary value according to the grade & size of fasteners to withstand the varying pressure conditions during operation.
