The readership does goveren the different sections of a proposal, in lot of organisation the team that evaluates the proposal have different type of reviewers. The senior management skims thru the executive summary, high level solution , resourcing and pricing. The technical team seriously scans thru your techincal responses , your expertise in the area, delivery plan and your case studies.

A lot of time when proposal is written it can be very technical throughout leading to less impact on senior teams. 

The key elements of any typical rfp reponses are 

  1. Executive summary & Solution synopis
  2. Your understanding of client requirement, scope of requirement, out of scope and assumptions
  3. The proposed solution as per your understanding
  4. The capabilties showcase, our similar experience, resource pool strength, and the other artefacts to strengthen the chances of winning the deal
  5. Project delivery and resourcing plan 
  6. Financials of delivering and timeline for delivery
  7. Organisation capabilties

At the high level these are the typical section but again you may have more or less
