It depends on several factors: The Design way, code, nature of loads and so on....

Concrete structures should have higher safety factor.

well , as i know there is two ways for design the steel and concrete structures , one of them called working design method and the second called the ultimate design method , the margin safety factor depends on the designer or which system he will use in design where that in the system of working design the margin factor of safety larger than the ultimate design system but it is little bit difference and the ultimate system of design is more economic and safe too , hope that answer was useful
