Encourage them to be the real team players.

Subordinates should be motivated through a combination of various motivational schemes including increment, performance bonus, awards and recognitions for exemplary work, employee empowerment, training, suggestion scheme for employees (for their greater involvement on value addition suggestions which can result in short term and long term gains for teh company)

First you have to analyze their work and try to find out his mistakes and find best Soluation after that give him suggestion. 

Try to understand you are subordinates desire if he focuse on promotion than suggest if he achieved his target than chances will increase to promote..just try to understand you subordinates requirement and desire

First they need to identify to themselves what's their personal goals in life.  They should have the passion to carry it with their heart everyday that they're doing their purpose for their own benefit and not for the company itself.  Teach them how to disregard fear and ahve the courage embrace the challenges beacuse there is no situation that is over anyone if we are passionate and driven to achieve our goals.  Important thing as a leader is to walk your talk.  Any subordinates will never follow a lousy leader who is jusdt good in talking and not in doing.  Listen to their views and concerns and collaborate with them.
