A bully is someone responsible for bullying, a form of aggressive behavior manifested by the use of force or coercion to affect others.
A Manager is a person who has control or direction of an institution, business, etc., or of a part, division, or phaseof it.
These are two definitions.
And the answer is NO. A manager must never be a bully. Behaviour like that is rude, disrespectful, offensive and illegal, too.

Not necessary to be Bully at any time for the manager. Bullish behaviour spoils the relationship with the employees and encourages negative behaviour in the organization. Being autocratic and bullying are totally different terms. Bullying is a bad way of managing.
According to me, if bullying you can't be a manager. Or else: When you 're not qualified to be a manager, then you are bullying in order to show off.
Managers do know how to solve any issue may come up. Even the worst situation, can be handled and can be solved, with no bullying shit.

Bullying is something which will never be accepatblle for any employer. Bullying is an aggressive behaviour which violates the rights of others. However, in reality sometimes we do notice that managers bully. Can they be called effective managers? Not at all....A bully will remain a bully and a great threat to organization's culture!
There is a difference between having a strong personality and being firm, and between being a bully... Yes a manager needs to have a strong personality, his employees need to know that even though he is a nice manager , making a mistake will have it consequences....
As for the bully part, i dont think any manager will earn any respect or get the best out of his employees by bullying....
Bullying people in the professional world is absolutely unacceptable. It is one thing to be a pushy and determend boss but bullying is in violation of corporate law and international public law.
A Manager leads the team from the front whereas a Bully pushes them from the back to perform.

Simple reason is that I do not like a manager who is a bully. So the collary to that is that I should be double careful to not be a bully.
