The short answer would be Yes. Though you might want to define the types that you are looking at for a better or more detailed answer.

See the literal meaning of Riba is excess. Though a more detailed definition as any positive, fixed, and predetermined increase in capital at a maturity date that's not justifiable as well as guaranteed not matter what's the outcome of its use.
