when someone you know applies for the job, new employer may want some recommendations or u may call "how well u know this guy for relevant position". in such cases u may recommend him/her in such situations and company will prefer the recommended candidate
I may be old fashioned but I think a written recommendation should be sent as a "formal" letter on (preferably) your company's headed notepaper. In your letter you can only define the facts that you know about an individual, as they pertain to you or your company, any experiences they have before that can only be treated as conjecture and will more than likely be the subject of other requests for recommendations from previous employers. It is normal practice to highlight the "positives" about the person you are recommending and anything "negative" is more of a moral issue and it is up to you and your concience as to whether you include them or not!
