Khaled the meaning of "Did the cat get your tongue"? is all to do with someone who is reluctant or reticent to speak up about a particular issue. For example if in a classroom the students had done something wrong which you hadn't witnessed you would ask them what has happened and who is responsible. There might be a student who is normally quite vocal but on this occasion, for whatever reason, isn't saying anything you would then say "What's the matter with you, has the cat got your tongue?"
