I agree with Ahmed, centralization is the main purpose of any client/server environment. As both names imply, server is an entity to serve requests and client is an entity to ask requests. Computers in workgroups are independent entities with each has its own local privileges and policies.
You can use "Preferences" in group policy to disable USB drives.
