Let me tackle this question from a different angle

I provide a service called "operational alignment with overall corporate strategic direction" in which the different departments/units/divisions/functions need to align themselves with the overall business strategy.

So, in relation to your question, I workk with department X  (which may represent your department) and work on a logical business model structure that includes the following

  1. Development, articulation, group assessment and finalization of the department MISSION STATEMENT which should be aligned and supporting the corporate level mission and vision statements.
  2. Drill down long-term, open and genetic DEPARTMENT LEVEL  OBJECTIVES  at the department level that are in line with the corporate level objectives
  3. Articulate and agree on long-term, medium-tern amd short-term specific goals that are quantifiable, measurable and with predetermined times/durations
  4. Understand the "CAUSALITY" (cause-effect) relationships and "CASCADING"  effect to see explore dependencies and inter-relationships within the department and across to other departments that affect the achievement of the goals
  5. Develop a DETAILED and DOABLE ACTION PLAN to fulfill these objectives with clear ownership, accountability, task assignments, durations. critical success factors, ... etc.. etc.

So, here you are with documented/approved department-level plans for the short, mediurn and long term

Hope this answers your question .... from a practical and proven way that I have been doing to my customers
