The new image has a single layer. Is determined by the number of additional layers, and layer effects and groups of layers that can be added to the image of your computer's memory only. You work in the layers panel Layers. Groups help you organize classes and management classes. You can use groups to arrange Tabqatk in a logical order and to reduce the chaos in the panel Layers. You can include groups within other groups. You can also use groups to apply attributes and masks to multiple layers at the same time

You can organise layers based on the priority level you want. If u want to keep a part of the image on top, its ideal to have it on the top of layer. There is a drop down menu on the left which holds all the layers. You can drag and drop and organise according to your requirement
