In the West schooling system is already swithched on to creative studies. Unfortunately, in most of the East the old system of Course work is  still being carried on. The effort of Private sector in the East is praisworthy for moving slowly towards creative studies.

In the modern world a nation can't make significant progress without being creative. The first step is learning creativity in the schools which make students habitual to use their own minds to find reasons behind certain phenomena. They don't confine to the information in the books but try to learn more and come out with new information about every thing.
