Is anyone doing Human Resources Management based on efficiency analysis?

If you're managing HR in your company, how can you determine if a departamente is overcrowded, or the wages are too high, or there's a need for employees in some sector?

Dear Mr. Francisco, our departments/divisions are not over-crowded, reason being, at the start of the business year the Head of departments decided the  requirement of the man-power(employees) as per their goals and objectives and this details is being communicated to HR also so that they could plan for recruitment drive.

Well, wages has been decided by the government and we shall follow their set minimum wage and for management employees we do offer good salary based on individual experience and job class.
