What is a good book to learn technical writing?

From school, long ago I remember a good author: Ron S. Blicq, he has a series of books with 'Technically-Write' in the titles.  Even an older volume would have good principles and formats, plus exercises, for you to use.  You could find them on-line and research which one suits you best from there.
