I believe the answer lies in the "Cost of Attack" , in information security a threat is assesed in many ways including the cost of attack to the attacker , usually this is very cheap , also "ease of attack" is related to the availability of many ready made tools to attack , another factor to increase possibility of attack, last is "consequences" to the attacker which is currently very minimal due to the ineffciencey in cross border cooperation to capture attackers.
On the protection side it is very expensive to teach , implement and should be continuous with each new attacks.
the above constitutes a closed loop whereby hackers exhaust resources of the attacked , including money, time, speed and skills available to defend attacks.
The answer lies in the legal systems around the world because only then the loop will be closed.
This is similar to physicla and criminal attacks , because there are rigid and solid legal foundations of consequences we see few police men defending many criminals.
