cisco ASA can provide either client server VPN or site to site VPN

it is also possible to use policy based VPN with UTMs like juniper SRX or fortinet fortigate

in fact all said solutions can do both

all UTM solutions provide such services and most firewall do as well

The question needs to be more detailed is the application is within your internal or external network network ? , and who will be using it your network users or outside clients ?

The way to determine this will be based on the type of your firewall or router used in your network.
