It is a game of demand and suply. Before liberlisation of the Indian ecomomy HR was plentiful and thought to be a means of production just like plant and machinelly. it was called personnel management.
But after the liberlisation and boom in the IT, ITES sector in Bangalore and other towns the demand for skilled labour increased. Even now the attrition in the IT and the ITES /BPO sector is very high forcing the cos to have very effective HR depts to stop the attrition.
The govt owned Indian Railway has stopped running Steam Engines. Because cannot find people working in furnace like conditins under the tropical Sun paying them low salary any more.
As skilled labour is not plentiful thereis more respect for the HR dept.
