I understand this question is from a client side/ owner's perspective considering the questioner is an MEP construction consultant.

 

Facilities maintenance depends on the size and span of the facilities.

 

Option A: outsource FM services to FM service provider like Emrill.

Benefits: Their vast expertise and experience in Fm services can bring in lot of benefits of optimizing costs, energy conservation, proper life cycle of assets, ensuring reliable operations etc.

cons: Not economically feasible for small facilities.

 

 

Option B: Develop inhouse team for typical regular services and outsource speciality services to specialist contractors.

Benefits: Good for small facilities

Cons: may not be masters in all fields of FM. hence subcontractor dependency will be high.

 

 

If feasible, it's worth to have a manager to manage FM. An RFP scope can be developed based on the requirements of the buildings / facilities (some FM consultants also do this ) . SLAs/ KPIs need to be identified to focus on the clients requirements and  to ensure service quality. Typically Fm services can be listed into

a. hard Services (MEP, HVAC, civil etc)

b. Soft services (Cleaning)

c. Security services

d. landscaping services.

You can invite tender from integrated FM service providers for giving proposal for the services. get the bidders to familiarise with the scope thoroughly and the expectations. That will help in getting evaluations of cost done correctly. Then evaluate the bidders for their capabilitiee. Evaluate their bids for cost, proposals, strategy etc. Finalize and award an Fm service provider for a term of3 years/more. 

 

evaluate their mobilization, asset management, maintenance, housekeeping, services etc and score them on their SLAs/ KPI's and give feedback on performance. If service levels is good, look for improvement area for optimization. If service levels are poor consistently, ask for improvement plan and assess them. Consider changing your asset management strategy based on the learning of the contract/ select other FM provider to continue services.
