Based on my experience in working with a team project, Italian and greek people have a really different imagination in design beside their ideas in selecting of which fits this any desirable model.

Being a good Graphic Designer means having a good-eye and a good taste*. Just like how people in sales need to have strong personalities and good negotiation skills. Even if this particular sales person has a PHD, if he lacks those specific traits he has no future in his domain. Same goes to the Graphic Designer. If this graphic designer lacks the ability to come up with creative ideas every once in a while and has poor taste or poor color-combinations then he wont stand out.

 

Usually contries that are sterotypical known for their distinctive taste are some European countries such as Italy, France, Spain and Portugal. While in other parts of the world Canada, Lebanon and Turkey...

 

The best way to find out is to create a Graphic Designer World Cup. Other than that everything we say is just theories.

 

*Taking into consideration that the Graphic Designers mentioned are extremely and equally skillful with designing softwares.

Creativity is subjective in nature & i believe its tough to define the same.
Person creativity is also directly linked to his/her place of residence, as creativity comes through the environment, locality, behavior of the society , Culture and so on.
Each & every country has different set of quality related to creativity, so it would not be correct to point out the specific country to be number1 for this.

I, personaly, follow the minimalist thought, may be because I'm form a European Country.
In any case I was asking about the people with great graphic power.
It does not mind more or less elements in a creative piece and, of course, it doesn't mind how many accolades have.
I want change of country for a while and I'm looking for a opportunity where I can learn from new and powerful sources.
Meanwhile I'd like go on knowing your opinion to make my own decision.

Anyway, I have here a lot of books that show arabian (and others) creativity and I starting to love others kinds of Graphic Design totally opposites to my style.
The general knowledge shows that mixing of styles is the response to become in somebody wise to creative level and have succes.
Perhaps this should be the mainly to reach at something.

This is a very tough question.
When you say most creative are you talking about it in terms of who has the most accolades or are you talking about people that put out great graphics in an almost cyclical fashion? I don't think there is a specific country but more so a booming industry and need for graphic designers that produces the best results.
Some people like to think that all of Europe is a great place to start simply because they follow a more minimalistic and short-color profile in the work they do which brings out the product more than the sum of its components.
I still state that there isn't a particular place on the globe to find great graphic designers.
If you're good then your work is going to show how good you are.
Remember that design is a science of perception so if you're from a region then solutions from that region which are influenced by principles of design and culture from that region may tend to be more appealing.
