Bear characterized  by particular genes, also has several distinctive colors of hair protected from the cold weather and the area that they live.

Bear lives in a cold country.  Their hair serves also to protect them in cold weather.

the thick hair  helps them to protect themselves from  cold and the harsh weather which acts as an undercoat .

In my opinion every animal on this planet has some sort of protection layer. Most animals have some sort of skin layer yet Bears are a warm blooded animal where skin is not enough, due to the harsh environment, so they are protected with tightly packed hair to keep them warm.

Humans only have this (most of them) on the head which keeps our salons in business.
