why do employers are more attracted to fake resume and never found out that employee has no skills at all?

Resume is where the employer knows your professional preference whether it is real or not. If you meet their qualifications based on your Resume, they will contact you for Interview. During that time, the employer will know if your resume is real or not. I don't think employer will hire you base on your resume only. that's why interviews are there, to help the employer chose the right person.
