How can you recognize a person's skills, on paper or from his work?

I meant the different between a degree certificate and a practical intelligence.

degree in architecture covers wide range of subject,architectural,structural,MEP,sanitary,interior,exterior landscape,estimates or qs.
planning,and technical writing.there we can see how to counteract and solve the given task.
degree in our study certificate confirmed by Commission on higher education,and a diploma certified by the University or colleges,,practical intelligence the ability tackle task on a basic approach.
