Hi,
Generally defining a roll of an IT Manager is a difficult task because the roll is almost driven by the company. A profile of IT Manager in oil and gas will not be same as a profile of IT Manger of a hospital. The organizations buy or runs a specific ERP and have a specific type of a network. Lets say someone is an IT Manager in Oil and Gas, He/she will know only SAP (Example) and other IT Manager in Hosptial knows EMR. A guys knowing SAP will not know (Expert)EMR.

To me, IT manager is a manager with special IT management skills. IT manager should be able translate business priorities into meaningful IT deliveries through translating Business Strategy to IT strategy. Should be able to prepare IT roadmap in alignment with that business. And should be able to address dynamic changes in the business front through making adjustments in IT service delivery. IT is not an isolated function. IT is a toolset and an enabler for businesses to capitalize to flourish to the maximum potential.
Well, going back to where we were, IT manager will need to have thorough knowledge and control over the below areas:
1. People management
2. Project Management
3. IT Strategy formulation and translation to meaningful actionable items
4. Task distribution and prioritization (I kind of think this is of very high priority and most of the managers miss it)
5. Communication and Stakeholder management
There are more areas an IT manager should be well aware of but the above ones are of utmost importance.
