Can 90% energy of the child in non English speaking countries spent on learning English can bring change if the education is in their native language?

Definitely! What better way could there be in educating the young than that of using their native language? Difficulty in comprehension and expression of views and ideas are eliminated in the process. Using the native language would encourage better interaction between educators and students because of the ease in expressing their views and interpretation on matters at hand. Thus, learning and molding the minds of the young becomes interesting, fun, enlightening and inspiring. If this is the case, both educators and students influence each other into becoming the persons we encourage each one to become. Only then can we see change in our society.

This is not true. If child  started to learn language at the early age of 2 years. Then his ability to think, read, comprehend will directly be all in this language whether in English, French or German.... It would be his life style.
