There are several tools to measure these to mention few .... WPH, PRM RT, KPT RT, KPH, AMNT COLLECTED PER HOUR, KPT AMNT DUE ETC ETC..... and also Score on call monitorings ........

There are different ways of measuring effectivity. 

Some quantitive ways would be the number of calls generated per hour, the number of accounts worked, the number of payment agreements taken per hour, the number of taken agreements that are respected, the amount of money collected per hour, etc.
