To Scale image:
From Photoshop's to menu select image>images-size and now you can resize image. You can resize image based on percentage, pixel, inch etc. also change the resolution. Keep the height or width can be increased/ decreased proportionaly using the constraint proportion option. Also you might want to change the resolution like if you are working for web you might want72ppi or for print you would go to300ppi.
Rotation:
From top menu go to image>image rotate. You can rotate clockwise or anti-clockwise. You can also flip vertical/horizontal with is more like mirroring.
in windows, select layer, press ctrl+T (free transfrom) then scale or rotate as u like...
