Personally, I do believe to have more than the annual performance to evaluate the employees, to focus in weaknesses and improve strengths.

I my opinion annual performance evaluations are good for long term goals whereas semi annuals or quarterly performance evaluations are best to address short terms goals, helps resolving any individual or team issues, helps in identifying time staffing training needs with the changing market patterns and also helps in updating process and project shorcomings.
So definitely both annual and semi annuals play important roles in peroformance evaluation.
