Do you thin that Agile Methodology can work with Government where everything should be signed in advance ?

In Government everything has to be pre approved . Plan , Budget . So does this contradict with Agile Methodologie

I don't think Agile works with Government. Waterfall works better

I don't see what's that got to do with anything. Government plans and requirements are no different than those at a business environment. The *intensions* are defined and signed on ahead of development. The development methodology is just a way to get to the end resutl

Yes, It only required to create the framwork and need to take them onboard as well. Nothing is out of reach if we create a strong handshaking method or sence of joint accountability.

Yes Pretty Much so. Point is whether you are ready to do Micro Analysis of the existing processes and improving them and not necessarily changing them.

I am sure it can. Whilst the level of governance in Agile is less that PMBOK like methodolgies, it still requires a sign off process to define requirements and overall deliverables.
