Why strategic management is neglected(or given very little importance) in public sector?

Public sector managers are less motivated (due to fixed salary based system rather than target based) and slow pacers as compared to private sector.

Working in both private and public sectors, private tends to have focused and more targeted market, where public sector tends to cover wider markets which makes strategy wide and neglected.

Public sector managers is less capable than private sector managers. Managing position in public sector can be achievable by different criteria than in private sector (politics, etc.). Therefore public campanies are not well managed and strategy is the weakest point in public companies.
