There is not a single answer to this questions, reason being, it depends on position. Some time Heads an HR want to have internal candidates as it save cost, have intense motivation for oneself and other candidates and increase retention in company. On the other hand, it biggest dis-advantage is not having fresh ideas and talent to org. sometime we don’t have right candidate for internal placement and we go for external recruitment and this is good as it enhance corporate image. Through external hiring we have intake of fresh ideas and suggestions and have familiarity with industry trends and practices. So based on the requirement we do plan for internal or external hiring but I would suggest and we do follow placement of new position on company portal and through intranet so that we could welcome internal candidates and have employee referral. At last it benefit us.
