Ideally yes Soft Skills are necessary for job hunters but since you have used an umbrella term 'Job hunters' that pretty much means everyone looking for a job skilled or unskilled and experienced or not experienced so i would rather say depending on the job being sought some skills will take precedence over others.

Of course it depends on a very high skills to hunt for qualified candidates for these jobs
it depends on the position required. problem solving skills for example usually required for senior positions. i will not search for flexibility for a finance manager !!
