Most common metrics that measure effectiveness of recruitment are:

 

  1. Quality of the new hire (related to the direct manager if he is satisfied with the new hire)
  2. Measuring new hire satisfaction
  3. New hire time to productivity (related to the minimum time that new hire takes to start giving production)
  4. New hire lose rate (related to new hires leaving after short time)
  5. New hire termination rate (related to new hires terminated because of bad performance)
  6. Source rate (related to sourcing strategy)
  7. Referral rate (related to new hires by referrals)
  8. Recruiter quality (related to recruitment companies)

It is from the quality and the suitablity of the people recruited. In the Indian ITES sector if the new recruits finish the training and join the production floor and last for at least1 year it is a sucess of the recruitment dept. if they leave after that it would be the responsiblity of the HR dept to stop the attrition.
